New Jersey’s New ‘Charge Up+’ Program Offers Up To $4,000 For Income-Qualified EV Buyers

Launched on September 17, 2024, New Jersey has introduced a new income-based incentive program called “Charge Up+,” allowing eligible residents to receive up to $4,000 towards the purchase or lease of a qualifying electric vehicle (EV).

The Charge Up+ program adds a $2,000 incentive on top of the existing $2,000 “Charge Up” incentive, potentially doubling the savings for income-qualifying residents. 

In regards of income-based eligibility, to qualify for the additional $2,000, applicants must meet specific income criteria:

  • $75,000 for single filers
  • $112,500 for heads of household
  • $150,000 for households

For pre-qualification, eligible residents must prequalify online before visiting a dealership to ensure the full $4,000 can be applied to their purchase or lease. As for proof of eligibility, applicants can demonstrate eligibility by either:

  • Proving participation in another income-based state or federal program
  • Submitting tax information that meets the income requirements

The Charge Up+ incentive is not retroactive and cannot be applied to any vehicles purchased or leased before September 17, 2024. Residents are eligible to receive a maximum of three EV incentives throughout the 10-year duration of the program. To qualify for the incentive, vehicles must remain registered with the New Jersey Motor Vehicle Commission for a minimum of three years after the transaction.

Existing Charge Up Program

The original $2,000 Charge Up incentive remains available to all eligible residents, regardless of income. Key features include:

  • Eligibility for vehicles with a Manufacturer’s Suggested Retail Price (MSRP) up to $55,000
  • Instant application of the incentive at the point of sale
  • A $250 rebate for purchasing and installing a qualifying Level 2 charger

Combined Incentives and Program Impact

When combined with the federal tax credit of up to $7,500 for new EVs, New Jersey residents could potentially save up to $11,500 on their EV purchase.

The Charge Up New Jersey program has already made a substantial impact on electric vehicle adoption in the state. To date, over 37,000 EV purchase incentives have been approved, reflecting strong consumer interest in transitioning to electric vehicles. In addition, more than 6,900 incentives for EV chargers have been granted, supporting the growth of the state’s charging infrastructure.

As of June 30, 2024, nearly 184,000 EVs were registered in New Jersey. While EVs account for 2.6% of the total registered vehicles in the state, they made up a notable 11.6% of all new vehicle sales in March 2024.

Government Support and Vision

Governor Phil Murphy expressed his enthusiasm for the new program, stating, “I’m thrilled to announce this additional step toward ensuring every New Jerseyan can choose clean transportation, regardless of their income. My administration continues to prioritize lowering emissions and improving air quality in our communities, no matter the zip code, by making EVs more affordable and accessible to all.”

NJBPU President Christine Guhl-Sadovy added, “Combined with the Charge Up base incentive and federal EV tax credit, this additional incentive will further expand the number of New Jersey families who can reap the environmental and economic benefits of clean transportation.”

With New Jersey’s enhanced incentive program, it positions the state as a leader in promoting electric mobility and environmental sustainability.
